3-Ws: Who are we? What do we do? Who do we service?

Reliable Community Alternatives is licensed by the Department of Health and Hospitals to provide PCA (personal care attendant), SIL (supervised Independent living) and RESPITE services to individuals with disabilities and the elderly.  We operate 9 programs: 2 Medicaid funded programs (EPSDT/PCS & LT/PCS), 3 waiver programs (CCW, NOW & CC) and we have 4 contracts: Jefferson Parish Human Services Authority (JPHSA), Metropolitan (formerly the Office of Citizens with Developmental Disabilities) and Veterans Administration (VA).  We accept Private pay and managed care providers United Healthcare and Louisiana Healthcare Connections.  In addition to the services we provide we are also a licensed Medicaid application center.

We provide non-medical personal care services to children, adults and elderly individuals with physical and/or mental disabilities.  Our primary objective is to prevent institutionalization of individuals with disabilities.  We want our families to remain home with the necessary support.

Our In-Home Care Givers are trained to Handle the Needs of Your Loved Ones. We provide alternative in-home quality care to individuals with various needs, including services for special care conditions which maybe medical and/or mental health related.


OUR INTENT

Our intent is to enhance our community's knowledge and understanding of this personal care provider agency and to preserve the dignity and respect that those we assist justly deserve.  RCA is here to give courage and strength to individuals and support to their families and friends. RCA's Resource Center is updated monthly and has resources for individuals with disabilities and their families.  These resources include but are not limited to:

RCA offers annual activities to our consumers such as Zoo Cruises, picnics and holiday parties just to name a few. We accept transfer clients and we try not to interrupt their services.

MEDICAID FUNDED PROGRAMS

  • This program provides personal care services in the home only to children ages from birth to 21 who are Medicaid Recipients (i.e. Down Syndrome, Autism, Cerebral Palsy, Mental Retardation, Cornelia Delane Syndrome, Spinal Bifida, Prematurity, brain Injury, Rett's Syndrome, Speech Imparity, Hearing Imparity (Deaf), heart defect, Muscular Dystrophy, Seizure Disorder, Pulmonary Dysphasia, Quadriplegia, chromosome abnormalities, developmental delay, etc.)

  • A physician must prescribe these services. These services are medically necessary tasks because of physical limitations due to illness or injury necessitate assistance with eating, bathing, dressing, personal hygiene and bladder and/or bowel conditions.

    ALL EPSDT/PCS individuals are future waiver consumers.

EPSDT/PCS (Early Periodic Screening Diagnostic Testing/Personal Care Services)

LT/PCS (Long Term/Personal Care Services) 1-866-229-5222

This program provides personal care services to Medicaid recipients who are:

  • 65 years old or older (i.e. someone's grandmother, grandfather, great  aunt, great uncle, elderly and/or disabled neighbor, someone who is preferably living in their own home who may require assistance with eating, bathing, grooming, toileting, meal preparation, set up assistance, assistance with scheduling doctors' appointments, assistance with transportation to and from doctors' appointments, medication reminders, laundry and grocery shopping, etc.) also with a diagnosis of a stroke, diabetes, hypertension, heart problems and kidney failure.

  • 21 years old or older with diagnosed disabilities, gunshot wound victims and all of the above mentioned in EPSDT/PCS services

  • LT/PCS is for all recipients who have aged out of EPSDT/PCS and are currently awaiting waiver services.

  • LT/PCS recipients must meet the requirement for a nursing facility level of care and be previously authorized by a physician.

  • All LT/PCS recipients must receive full Medicaid, if not they are not eligible for these services. We will be more than happy to assist with placing the individual on the CCW (Community Choice Waiver) list.

  • Individuals with partial Medicaid and Medicare as a secondary do not qualify for these services.

Please note: The waiting lists for these programs are very long (a 5-10 year waiting period). Encourage all parents/caregivers and ensure them that placing their child/loved one on the waiver list will benefit them in the future. The sooner the individual is placed on the waiver list the sooner they can began to receive services.

  • This waiver is for individuals who require the level of care of an institution for people with developmental disabilities but choose to live in the community (i.e. Down Syndrome, Autism, Spinal Bifida, Mental Retardation, Cerebral Palsy, etc.)

  • Services Available: Individual & Family Support (IFS0; Day & Night (0-24 hours per day), Shared Support and Supported Independent Living

NOW (New Opportunities Waiver) - formerly MRDD Waiver

 
  • This service is for children from birth through 18 years of age with developmental disabilities who currently live at home or will leave in an institution to return home whose names are on the BCSS MR/DD registry (i.e. Down Syndrome, Autism, Spinal Bifida, Mental Retardation, Cerebral Palsy, etc.)

  • Services Available: Crisis Support and Family Training

  • $15,000.00 cap

CC (Children's Choice) Waiver

 
  • Individuals with Developmental Disabilities can  apply if they are older than 22 years, are disabled according to the Medicaid standards, meet the admission requirements for a nursing facility or can be served safely in the community.

CCW (Community Choice Waiver)

 
  • We accept contract consumers and private pay. Please contact the Program Director and/or CEO for fees.
